| Publisher Description: This Regulation is authorized by DoD Instruction 4715.6, "Environmental Compliance," April 24, 1996 (reference (a)). This Regulation implements Section 213(d) of the Clean Water Act (Section 1322 of title 33, United States Code (U.S.C.) (reference (b)) by issuing standards governing the design, construction, installation, and operation of marine sanitation devices (MSDs) in pubic vessels owned or operated by the Department of Defense. This regulation also implements Annex I of the 1973 International Convention for the Prevention of Pollution From Ships, including the 1978 Protocol thereto (MARPOL Protocol) (reference (c)), in accordance with the requirements of Section 3(g) of the Act to Prevent Pollution from Ships (Section 1902(g) of title 33, U.S.C. (reference (d)), by prescribing standards under which warships, naval auxiliaries and other public vessels owned or operated by the Department of Defense shall prevent oil pollution. |
