Contributor Bio(s): Galperin, Hernan: - Hernán Galperin is a member of the steering committee of DIRSI, a Latin American ICT policy and research network based in Peru.Mariscal, Judith: - Dr. Judith Mariscal has extensive research experience in Information and Communications Technologies focusing on public policy and regulatory issues. She is currently a professor of the Public Administration Department from the "Centro de Investigacion y Docencia Economica's (CIDE)," an independent research and educational institution based in Mexico City.
