Ethiopia considers provision of basic education as one of the key strategies of national development and poverty reduction. Provision of basic education to all citizens of Ethiopia is also articulated in the new education & training policy(1994). Moreover, Ethiopia reaffirmed her commitment to achieve UPE by 2015.
