While it is comparatively simple to define those budgets and their income and expenditure statistically, "public economy", municipally or governmentally owned industries, operates on a large scale in a sort of mystery: Publicly owned funds and companies, the "system" of publicly owned credit banks including the German Federal Bank, the supplementary pension funds of regional government corporations, the "system" of public broadcasting companies, and the "system" of the public owned foundations are partially supposed to provide vital public services; but they are often being used by politicians for manipulating public budgets (e.g. through the swap of assets) or as instruments of power (such as to the disposition without direct parliamentary representation). Therefore, more transparency by providing better data records as well as counting, measuring and analysing such activities is urgently demanded. German description: Die staatliche Wirtschaft umfasst mehr als die Summe der offentlichen Haushalte. Wahrend diese einfach zu definieren und mit Einnahmen und Ausgaben statistisch gut belegt sind, bleibt die offentliche Wirtschaft meist im Verborgenen: Offentliche Fonds und Unternehmen, das "System" der offentlichen Kreditwirtschaft, die Zusatzversorgungskassen der Gebietskorperschaften, das "System" der offentlich-rechtlichen Rundfunkanstalten und das "System" der offentlichen Stiftungen schaffen Interventionspotentiale, die teilweise zwar der Daseinsvorsorge dienen, von politischen Akteuren aber gerne auch zur Manipulation offentlicher Haushalte (z.B. durch die Auslagerung von Vermogenswerten) bzw. als Machtinstrumente (z.B. zur Disposition ohne direkte parlamentarische Mitsprache) genutzt werden.
