The meaning of each article must be determined in relation to it as a whole.All words used in a Constitution should be given effect ordinarily. However, 'if no reasonable meaning can be given to a word or provision either from the context in which it is used or from examining the whole Constitution, it may be kept as an inoperative one.'The Constitution is not a static one. It is a dynamic one. The Government is free to make any laws consistent with the essence of the Constitution of India i.e. in public interest.Therefore, the 'Legislator would show what is good for the people. He must not be regarded either as Sovereign or as Magistrate. He can make laws to compel the people to obey the Constitution and not to subvert it. The Government is subordinate to the Constitution. Therefore, the actual form of the Government is a matter of secondary importance only. 'It will vary according to the particular circumstances and needs of men.'In a democracy, the majority governs and the minority is governed. It is slavery. This condition is removed when everyone comes under a Constitution. Then, every citizen would obey the Constitution and not any man. When he obeys it, he is free. He is not free when he does not obey it. Thus, the majority will not be capable of overthrowing it on any account. The Article 368 of the Constitution of India gives the procedure for amending or repealing it. However, this Article cannot be invoked to repeal the same Article. A citizen will be free to repeal it only if he chooses to be cut off from the nation.However, the Indian Parliament abrogated Article 370 of the Constitution of India when Justice Ranjan Gogoi was the Chief Justice of India. The Prime Minister of India lost all his constitutional rights and began to rule India based on the power given to him by the people. It is tyranny.By the by, this book narrates the Indian history for 72 days from 6 September 2019 to 17 November 2019.
