Sometimes these conflicts are historical (Twilight Struggle, COIN series, Washington's War) and sometimes they are fictional (War of the Ring, Space Empires 4x). A great wargame will find the right level of abstraction where the conflict is accurately modeled, but rules overhead doesn't render the game unplayable. Sometimes wargames have a reputation of being long and overly complex. Extra rules that add flavor are often called "chrome."
