On the run from a motorcycle gang, an impulsive St. Louis private detective, Mordecai Glass, accepts an assignment in Shakespeare, Arizona, to rescue Dobermans from the Animal Research Center (ARC). The ARC controls the dogs using remote devices that connect to implanted electrodes and antennae between the ears. This Sight and Kill project is funded by the U.S. Army and provides jobs to more than half the town's residents. Even though he is deathly afraid of dogs, Mordecai takes the job to save his career and make some fast money that could lead to his own detective agency. Mordecai's job soon becomes complicated by a myriad of scoundrels, including some who want to kill him. As the threat builds and Mordecai tries to stay one step ahead of everyone, he has to decide who he can trust, whether or not he can get over his deathly fear of dogs, and how far he will go to make things right.
