Roles and modes in international development cooperation are changing towards more horizontal partnerships. In this context new forms of cooperation, such as global networks and funds, are envisioned in order to narrow the gap between global policies and national implementation. The value added of these global mechanisms lies in their diversity of members, two-way flows of knowledge, and horizontal dialogue. Joint leadership, administrative coordination and innovative forms of financing are expected to enhance ownership, effectiveness, and efficiency. This volume is the result of a joint effort of the Mexican Instituto Mora and the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ). It endeavors to shed light on a research gap on issues mainly addressed in practice.
